Alternative fixes and enchancements for the l10n_client_ui

I needed this module one of the projects I'm working on and made a bunch of changes that I think would help someone else too.
Main changes:

• It is possible to translate configuration entities, currently supporting only views
• Many new configuration options - possibility to turn off joyride and open modal by default, run through preprocess function (turns off cache), turn off the BigPipe, skip some preprocess functions (limits some strings that aren't needed)
• UI css fixes
• Fixes saving translations, related to 🐛 Localization UI submodule does not work with Drupal 8/9 yet Needs review

There are probably some issues, I have not checked joyride (it has really awful performance issues on some pages).
