Wrong revision published after review request.

We're experiencing a weird behavior when working with moderation states. I'l try to explain it below.
As I haven't found any similar issues I was wondering if someone has had this problem before.

When a customer edits one of their previously published contents and requests it to be reviewed, the newly added or changed content doesn't seem to appear in the nodes edit mask and therefore when the content is published, the changes won't be updated correctly.

This has happened multiple times already, although there doesn't appear to be any way to reproduce this, as editing older revisions shouldn't be possible in the first place.

In the screenshot you can see "User 2" requesting a review to their changes on 03-16-2020 but when it was published by the admin ("User 1"), the revisions of 03-13-2020 was set as active, not containing any of the newly requested content changes.
