Draft content still being saved when published

Problem/Motivation

We're having an issue with content in a paragraph still updating when the node it's transitioned from draft to published.

Steps to reproduce:

1. Edit an existing node with a paragraph field (Entity reference revisions field)
2. Update content in the paragraph and save as a draft, and this will create a new draft revision fine
3. Edit the node again and change the content for this paragraph back so it remains as what's currently published, and publish the node it ignores this and publishes the drafted content anyway.

If you keep trying to change it back it still doesn't update/create a new revision until you make another change to the node.

If you try these steps with other fields (eg. a standard textfield on the node) it will create new revisions every time it's changed even if it matches a previous revision.
