Fix redirects being automatically added for existing paths

When a node's path alias is deleted or changed, a redirect to the node can be created automatically. However, a node may override a system page by having a path alias matching the path of the system page. In that case, changing the path should allow users to visit the system page instead of being redirected to the node.
