After generating and adding a Mailchimp signup block, cache was cleared and then the form works.
The second time someone tries to submit the signup block form, it disappears and does not submit. Subsequent attempts also result in this behavior.
Tested with Static and dynamic page caches are enabled and disabled.
Recaptcha was also initially enabled, but after disabling, the form still did not work.
