This core issue introduced a new field to Layout Builder sections which allows creating an administrative label:

However the current code of this module does not allow for the administrative label field field to appear in the section edit form.
I'll be uploading a patch that addresses this.
After applying the patch, you should see that when editing a Layout Builder section, you have a new Administrative Label field. After entering a label like "Top Section" and saving, you should see that the link to configure the section now says "Configure Top Section" instead of something like "Configure Section 1".
