Tests should not manually HTML-encode page titles

Some of Page Manager's tests assert the HTML titles of the current page. For historical (read: Simpletest) reasons, they compare the title of the current page against an HTML-encoded string. Using Mink, this is no longer needed. So let's clean that up there and ensure that title checks are not done against HTML-encoded strings.
