We're using this patch as well, seems to work flawlessly.
Like other ckeditor plugins this plugin should also place the library at '/libraries/ckeditor/plugins/panelbutton'.
The ckeditor_lineheight and ckeditor_indent are already following this convention, ckeditor_font will get implemented soon. (
