This may be due to a known core D8 bug ✨ Add configuration allowing administrative lists of books to be sorted alphabetically Needs work . From the description there :

A weight can be assigned to the first page of a book through the outline tab, however it has no effect.

Across the site, Books are listed in the order they were created ...

This currently happens also with Sitemap despite the feature under .

    The 8.x-1.x branch is no longer supported: if this is still an issue in 8.x-2.x, please change this issue's Status back to "Active", and the Version to "8.x-2.x-dev".

    Forgive me, but I don't think I have enough context to understand what's wrong. If this is still a problem in 8.x-2.x, then I would very much appreciate some instructions for how I can demonstrate the problem ("steps to reproduce"). Thank you very much in advance for your understanding and patience with me.

    I'm going to close this as "Outdated" because the 8.x-1.x-dev branch is outdated and we haven't received a response about whether this bug is still present in 8.x-2.x. (I'm trying to clean up old issues in preparation for a 2.0.0 release, thank you in advance for your understanding and patience)
