Support optional configuration in a theme

We generally put block configuration in the relevant theme as optional configuration. It appears that Config Overlay does not account for these?

    @mlncn Sorry for taking so long to respond. Took a look at this now and it does seem to work at least from my understanding. I installed a fresh Drupal core Standard installationwhich includes various Claro blocks which are shipped in the Claro themes. Those correctly do not get exported after installing Config Overlay.

    Is this the use-case that you were talking about or is there something else that I am missing? Otherwise I would consider this fixed.
