Add drupalci.yml file for Rules

Rules does not currently have a drupalci.yml. Having one will allow better customisation of the testbot processing on drupal.org. Another benefit is that it can be used to apply other patches thus making it possible to test a patch which requitres another patch to be applied first. The current example of this is a patch on #2724129: Change message field to textarea in Send email action → which would require a patch from 📌 Integrate Typed Data Widgets Needs review .
