Add a "manage patterns" permission that is separate from "administer pathauto"

We want to give our site administrators the ability to create/edit/delete/enable/disable/duplicate pathauto patterns and use the bulk generation form, but we do not want to give them the ability to edit the module's settings/configuration.

Right now there is just one permission, "administer pathauto", that controls all of this.

I propose a new permission "manage patterns".

    Hi,
    I have created a patch which will add 'manage patterns' permission in permission page. The role having the permission will give an user the ability to create/edit/delete/enable/disable/duplicate pathauto patterns and use the bulk generation form, but will withdraw the ability to edit the settings configuration. Please review and let me know.
