Per https://www.drupal.org/project/bg_image_formatter/issues/2767631#comment... → , the html_head insert now uses a hash based on properties of the entity/image being insert (uuid, name, style, delta). However, if the same image is used with the same properties on a page, the head matter is overwritten and the image only appears once.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
We have this same issue and we are providing a new patch that solves the bug in a different way, using the core's Html::getUniqueId() method.
In this way we ensure that even edge cases, where $css['style'] is the same, there are no issues.
