Users' e-mail isn't available to non-admins

I have a form for members of a group to email members of the group, however the recipient email is only available for admins or for users with administer Users permission. Even when the views_send permissions are all checked, the selection is only available for those with admin users permission.

under 'Field used for recipient's e-mail', I just see these options: User(name), (view_group_content)

whereas for this to work I also need: Email (email) which shows up for admins

Is there any way of getting around this so a user with a custom role can send emails? I've looked around the issues and can't see this happening elsewhere. I can't really be giving people user admin permissions.
