This code doesn't exist anymore as far as I can tell.
After updating sebastian/exporter from 3.1.1 to 3.1.2 the message [warning] Invalid argument supplied for foreach() ProfileExtensionList.php:67 is displayed many times when configuration import (drush cim) is performed.
Downgrading again to version 3.1.1 and clearing cache removes warnings on import.
