Exposed filter on multiple taxonomy terms only returns first term match

I have a view of webform submissions, with a taxonomy term reference field that has multiple values. I need users to be able to filter submissions via an exposed filter on this taxonomy term (basically a set of keywords). Currently the filter only finds matches for the first item (delta 0) of the multiple values.

E.g., one webform submission has the following terms referenced: "banking," "Latin America". When user selects "banking" in the exposed filter, works as expected. When selecting "Latin America," no results appear, even though there are multiple submissions with this term referenced (but never as the first term in the multiple values).

Is this a bug or do I have a setting wrong somewhere? I cannot get the filter to match on second, third, etc. items in the multiple value list.
