There is an official plugin https://ckeditor.com/cke4/addon/codesnippet for syntax highlight of coding. I would like to have it (or any other which provide syntax highlight for published codes) for programming quiz. What is the best way to bring it into Drupal h5p module? Should I try to add it and merge request at https://git.drupalcode.org/project/h5p/tree/8.x-1.x-dev ?

It's likely this issue predates Contrib.social: some issue and comment data are missing.
The H5P interactives use their own CKEditor, and that code is all managed in a different issue queue outside of the Drupal module's code. I did find this documentation explaining how to customize H5P editor buttons with custom code. I have not verified if it works though.
