Declare an incompatibility with ctools_views

Problem/Motivation

Hi Sam, I had another look at options to solve what you described in more detail in #3030166-3: Expand scope of module to non-exposed filters β†’ . Still this module comes closest to what I am looking for, wondering why not more people are using it... Only I found that this module is not working if ctools_views is installed which also adds options to "Block: Allow settings in the block configuration".

Steps to reproduce the problem

- Install ctools_views (tested on simplytestme)
- Expose a filter, e.g. Comment: Approved status in comments_recent view
- See that Customizable filters do not show up
- Deinstall ctools_views
- Customizable filters show up again

Related notes

I appreciate any feedback on this or any new ideas relating to this. Contextual filters are really odd to work with at times (from a ui perspective but also problematic if there are multiple - or I haven't quite grokked how they exactly work).

I'll also point you to an idea in the facets issue queue concerning filters: ✨ Create views plugins to render facets and summaries in filters and areas Fixed which has some traction atm.
