JS files are loaded only on admin user

Hello,

I will like to share you a issue I've found. The JS files loaded by theme libraries are not loaded by users that are not admin.
To check it I see the source of the page. Admin user on footer has all js files, but guest or logged user not. By the way, all CSS files are loaded correctly.

Also the Tabs block (the one with view / edit / delete node) has a similar problem, because only admin can see it; neither a user that can edit it's own node.

What can I do to fix it?

I verified that when I change theme I don't have those problems.
