Set & reset zones when saving the settings form

When configuring blocks, warnings are shown if no zones have been fetched.
Setting an empty array for the zones during configuration solves this.

This also makes sense from a UX perspective - saving the form implies that new zones will be fetched.
This also solves an issue when using the hosted version of Revive, in which the API is not active and zones cannot be fetched.
