I'm going to close this as won' fix.
I spent some time in 2019 trying to resurrect the install script and ran into road blocks. If someone else wants to resurrect it feel free to reopen this issue or create a new one.
I'm not sure what I'm missing, but drush doesn't seem to be able to find the basic-install command, even though the basic theme is enabled and set to default.
