Due to the nature of the composer.json file's repository entry, it's not possible to install with the Drupal composer project see https://getcomposer.org/doc/faqs/why-can%27t-composer-load-repositories-.... Now that the libraries are included using externally hosted URLs this composer.json file doesn't seem to be relevant any longer. Patch attached.
