empty sidebar block regions containing disabled blocks are rendered.

test envioronment: two cloned (identical) sites only difference between them is refreshless module enabled and core patch applied on one. this problem is not dependent on enabling/disabling the module so i suspect the core patch causing the issue.

problem definition: empty block regions containing disabled blocks are rendered on the patched site. on the unpatched site regions with disabled blocks are not rendered (as expected) and region-content fills the available screen width (as expected)
