Control submission logging (esp for migration)

Webform logs submission save (draft/update/complete) and delete operations. In normal operation, these are probably harmless (although they might clog the log in a busy site). For a migration of tens (or hundreds) of thousands of submissions, it create a huge number of drush messages, obscuring any actual error messages.

I'm wondering if a global configuration to suppress submission logging would be appropriate and honor that in WebformSubmsissionStorage.php.

Note: This is distinct from the dedicated submission logging provided by the webform_submission_log sub-module.
