All templates with visually-hidden need a change to usa-sr-only

Problem/Motivation

The visually-hidden css tag, used with Drupal, is not part of USWDS.

Proposed resolution

Instead, any templates with visually-hidden not included in this theme from Stark will need to be added. Then, visually-hidden needs to be changed to usa-sr-only.

Remaining tasks

Locate any templates in Core>Stark with visually-hidden.
Locate any templates in Core>Copy over any of those templates not in uswds_base.
Replace visually-hidden with usa-sr-only
