Activating Field Layout changes the menu form order

Problem/Motivation

On a plain vanilla Drupal 8.7 or 9.5 with the standard profile, no other contrib modules. When going to the main menu add link page (/admin/structure/menu/manage/main/add) the fields order is like this: Menu Link Title, Link, Enabled, Description, etc.

But after enabling the Field Layout module, when visiting the same page the order of the form is different: Link, Enabled, Description, Show as Expanded, Menu Link Title, etc.

This happens in \Drupal\field_layout\FieldLayoutBuilder::buildForm where the title field gets moved to the 'content' region.
