Hi - The Taxonomy Unique module is simple and to the point- - thanks for sharing it!
I can confirm the desired behavior to work as advertised on a newly created taxonomy Vocabulary and newly added Terms through the List Terms interface. However, when I try it on my existing field (which I tried first, actually), the uniqueness constraint is not being enforced: I can create the same term over and over again. Where can I look to troubleshoot this? Or is it a known (intended) behavior that this should only work for Vocabularies/Terms created _after_ setting up the configuration on a Vocabulary?
Also, since this module operates with Entity Constraints, maybe that could be listed on the Project page to help your prospective users?

It's likely this issue predates Contrib.social: some issue and comment data are missing.
This issue is not fixed in 8.x-2.5 with Drupal 9.5.11
I tried using hook_entity_base_field_info_alter() on other entities and see that it does not work for any other types of already existing entities bundles.
