Parse/format non-Drupal PHP code better

The drupal.org documentation page for PHP_codesniffer API is not formatted for easy reading.
https://api.drupal.org/api/drupal/vendor%21squizlabs%21php_codesniffer%2...

The page displays <code> tags which implies that these are being ignored. There is no edit on this page, otherwise I would try to fix it myself. Not sure if the Coder issue queue is the correct place to report this, but given that this module uses and relies on PHP_codesniffer I though it would be areasonable place to report it.

HTML tags are now fully escaped. Also note that we no longer parse vendor folders as big packages tend to have their own documentation sites.
