Allow use formatter for datetime_range_timezone module

Few years later ...

Patch reroll for 2.1.x, same need.

I will review if everything works fine, but I think it's quite safe to move further.

aporie → changed the visibility of the branch 2.1.x to hidden.

Of course, couldn't have been that simple.

I've created an MR. Pipeline currently fails due to datetime_range_timezone not compatible with D11 yet.
Don't want to downgrade the pipeline, so this will have to wait for D11 compatibility to relaunch the pipeline.
Tests were green on local.

I'm attaching a patch on 2.1.1 if anyone needs it.
