Closing this as there were no other reports of this problem. In any case, it would have been a drupal.org / drush problem.
Just an FYI of possible issue. Not sure if this is happening to others as well but I'm noticing that drush up only finds 7.x-3.23. Even drush dl downloads only 7.x-3.23. I had to manually download 7.x-3.24 to get it committed.
