User is redirected to TFA page after login even with TFA disabled

Love the module, but I have a slight issue. I'm forcing users to change passwords on login but users are always forced to the TFA page, even if I disable the module. I have tried this on more than one Drupal install and all users seem to be redirected to user/[uid]/security/tfa. Any help appreciated.

Drupal 7 end-of-life triage:
Drupal 7 reached end of life on January 5th.

The 7.x branches of TFA do not have any additional planned releases.

The requests in this issue do not appear to exist in the 8.x-1.x and newer branches.
