Allow admins to set up TFA for other users in bulk

Administrator has the permission to set up TFA for others. However, when I go to another user's Security tab and enable TFA, I have to enter a phone number and/or email address and receive a verification code as part of the setup process. (I am using SMS and email plugins). I have a system with hundreds of users so this is impractical. I've solved the problem directly in the tfa_user_settings table by inserting a row for each user, copying the data from one that is set up. It would be useful to have a GUI way of doing this.
