In some cases it could be useful to have a hook which can determine if validation should be executed.
In my case validation should be skipped in case requests come from an automated system.
In order to do so I've implemented a hook which skips validation based on return arguments.
I can imagine other uses for this hook such as allowing a single user or user group to bypass validation.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.

I put the patch from #5 into a MR for the 2.2.x branch. This still needs a test case to demonstrate/ensure the hook works as designed.
