Using composer to install library as done in Webform module

Installing dependencies via composer currently sets the library version in the repositories composer.json, updating the module won't change it. Maybe it would helpful to consider the way this was solved in webform module: Using composer to install libraries for the Webform module → .

Updating patch #6 for compatibility with composer/installers:^2.2
Previous patch locked that to ~1.0

This also moves this library to the ckeditor.tabletoolstoolbar directory.

Whoops, had a typo in the installer-name.
