External Reporting Url

Reporting endpoints should allow using an external URL instead of the internal route. This would allow using services like Report-URI.com, and configuring an endpoint that can be used by CSP module to output both report-uri and report-to directives.

Remaining Tasks

• Add configuration field to set external URL
• Update header output to use external URL instead of internal route
• Prevent internal route for accepting reports if configured with external URL
