This is actually major because it's paired with an issue i don't see filed anywhere— there doesn't seem to be any way to tell a block not to be associated with Entity Field Condition once it has been.
Environment: Drupal 8.6.3 / PHP v. 7.1.12
Acquia DevDesktop / localhost on Mac
If relevant, "Entity References" is installed.

When I tried to uninstall, it also wants to uninstall the views block that I used for testing this module.
I returned to the block and set "Node Type and Field" field back to None, but it didn't solve the problem. I returned to the block and found that "Node Type and Field" still showed the previous choice, and I still could not uninstall the module without also deleting the block. Cache clearing doesn't solve the problem.
NOTE: This is as far as I've gone - I added the patch in the link above, and the module is working for me. But, for those, who want to uninstall the module for other reasons, they may have issues relating to the attached block deletion and inability to change the setting back to none.
