Anonymous Users Can't View Comments Without Post Comments Permission

I don't know if it's this module or what, but in order for Anonymous users to view comments, the "Post comments" permission must be enabled.

I don't want Anonymous users to post comments, but I want them to see them (so they sign up).

Simply checking the "View comments" permission doesn't work unless "Post comments" is also checked.

Any ideas?

*Scratch this. My issue is that nothing shows for Anonymous users when no comment is on page.
