I have developed a submodule for bibcite that enables the importing of XML with Dublin Core coming from an OAI-PMH server (An instance of Koha 18.05, in my case). Exporting is not implemented yet (I don't need it, and I'm not sure how it would work). I would gladly contribute the code if you want it.
