As of #2855026: Installation profiles do not support project:module format for dependencies → , installation profiles allow their dependencies to be listed in the project:modulename format. This is the "correct" format that is supposed to be used across the board, but core's profiles do not do it it.
Make all core profiles, including testing ones, list their dependencies in the project:modulename format.
