Seller protection - not eligible causing blank addresses on orders

Hi guys,

We've had a 'missing address' problem on orders processed on the Commerce PayPal + Express submodule for some time and have realised that whenever the client receives their transaction receipt from PayPal with 'Seller Protection - Not Eligible' all the address information (billing and shipping) + all the details in the address handler have been wiped.

We can't find any more information (so far) and why some orders are being marked 'not eligible' by PayPal (as it seems there might be a variety of reasons, one of which might be missing shipping/delivery addresses by PayPal end-users on their account information) but is there a known reason/configuration setting that should cause the customer-entered address details (billing and shipping + some custom field info too) all to wiped when these 'not eligible' transactions are returned to the our customer's site.

At present we have configured the PayPal Express Checkout (commerce/config settings) to 'not ask for a shipping address at PayPal' but should any of these settings cause given (customer-entered) billing/shipping details to be wiped like this?

NB

  1. Customer submits orders - with required billing/shipping address*
  2. Customer is redirected to PayPal to complete the payment details
  3. And sometimes, when seller protection is not eligible, the transaction is processed and the payment successfully made but the shipping address is missing on the PayPal transaction receipt; and
  4. the billing/shipping address information also gets wiped from the order details (inside Drupal Commerce)**

*With this particular customer, www.flexejdirect.co.uk, shipping will often be to different locations as the goods are physical engineering components that are often shipped direct to the users' client addresses.
**Unless something is wiping the address details before the order is recieved by PayPal and that in itself is the cause of the 'seller protection - not eligible' warning in the first place?

Obviously, we could really do with some pointers either way as we're uncertain if this is a bug in the module, with PayPal or somewhere else? Any pointers that would help us diagnose further will be much appreciated.
