Exeland, I have the same problem. Be careful if developers use Docker (DDEV) too.
acsf_init submodule in 2.48 isn't a module, it's just a lib and src directory with no info.yml or .module. Since it can't be turned on as a module, Drush doesn't pick up the expected commands and all of a sudden you can't init ACSF for your codebase.
