Defaults are not getting applied if grants are provided before publishing node

It reproduces if following configurations and steps are followed -
Configurations -

• Content type have view access to anonymous user.
• Content type setting not to publish the node by default.

Setps -

1. Create node in unpublished state.
2. Add grants to another user for this particular node.
3. Publish the node.

This will only allow the node to be seen by granted users and admins. It should allow view access to anonymous users but that is not happening.
