Determine if the Inline Block plugin should allow via the Block UI and other module other than Layout Builder

Problem/Motivation

Follow up to #2957425: Allow the inline creation of non-reusable Custom Blocks in the layout builder →

Which create a new block plugin. If this was allowed in the Block UI it would be confusing about this plugin and the current method of making custom blocks.

    I'm not fully understanding what the IS is asking, but we cannot expose inline blocks via a UI outside of layout builder. The layout entity must reference the revision id of the inline block so editing the block (and creating a new revision) outside of the layout entity will break things badly.
