Providing the exclude/Negate option for Tax Terretory Options helps to exlude the single item from list

Hi,

I think providing the option for negate or exclude option in the Commerce Tax Territory selection helps in excluding the single territory from the list.
Ex: In INDIA i want apply Tax for all states except Delhi.So that i will select Delhi with negate option to exclude tax for the Delhi.
