Create Commerce Stripe Connect Accounts

The missing part in order to create full marketplace functionality with Stripe Connect and Commerce is: allow users to connect their accounts and let the site select the credentials per user.

Requirements:

1. Allow Admin to choose (radio buttons) at /admin/commerce/config/stripe-connect-accounts between Standard, Express, or Custom account type.

Account types should refer to their requirements and restrictions: https://stripe.com/docs/connect/accounts. Since Standard involves to much interaction of users/sellers with Stripe and Express is currently only available in the U.S., Custom accounts should be the final goal for this task.
Once set, form should be locked. Unlocking only after confirmation and message that it changes prior settings globally.

2. Add role-based permission “Enable Commerce Connect Account”.
3. Enabling permission for the role enables “Payment Account” at user/*/edit/payment.

Depending on chosen Stripe account type (Standard, Express, Custom), a button or form appears.
Ensure account type form fits requirements: https://stripe.com/docs/connect/accounts.
Use Connect button approach from #2957541: Create a site-wide Stripe Connect form → for Standard and Express.

4. Make use of hook in Commerce for altering payment method.

To keep in mind:

It's crucial for the marketplace functionality that the payment routing works as one-to-many (https://stripe.com/connect#routing-payments). This is the case when a customer buys different products from different stores.
Express accounts offer the best starting point between ease of implementation and customizability: https://stripe.com/connect/account-types.
