I have been unable to reproduce this issue. When entering a username and bad password and hitting login, I am always presented with the username field still filed when told that the credentials do not work.
If this is still an issue, please provide steps to reproduce on a fresh install of 2 sites.

Assuming this is from an old version as the current versions use FormsAPI to return the user to a working form with validation errors and all fields except password pre-filled.
An expired Login Ticket will clear the form too however this is expected.
