@criscom, I'm closing this as outdated as I don't think it is an issue with today's Drupal and the 3.x version of BASIC. Please reopen if that is not the case.

On a Drupal 8.5.1 site with page_manager 4.0.0-beta2 or 4.0.0-beta3 no blocks from the block layout are rendered. The page created with page_manager only shows the blocks that were added through page_manager and nothing else. All default blocks like main navigation are invisible.
Steps to reproduce:
1. Install basic theme
2. Install page_manager
3. Position some blocks like main navigation, Site branding in the header region
4. Create a page with page manager and put a custom block there
5. Call the URL
