@calebtr the feature you refer to (check to see if the file exists on each page request) was added to 8x branch but not as yet back ported to 7x. No need for you to work on that.
We have had reports from a customer that when this option is set (which is the default, out-of-the-box setting), then they get no stats through. Toggling this setting off added the GTM code within both the body and head tags and the customer reported that stats are now being sent through.
Wondering if this was set as the default purely for performance reasons. If this is the case, then I think that it should not be the default, as this causes things to not work OOTB.
