Scheduled moderation state should display the correct default value

One can schedule a different moderation state, but this state is not correctly displayed when re-editing the entity. If you for example set a node to change from published to draft on a certain date, save the node and then edit it again, the "Change to" field will not remember the saved value. Attached is a patch.
