Change permission for custom languages

I think that the permission used for the custom language form (add/edit/delete) as well as the list builder doesn't target the right peoples.
The permission used is "Administer languages" which is a technical permission.
In fact, this field is used by content editor who will have to add another (custom) language in the list if it is missing.
It has nothing to do with the technical aspect of language management.
If I need to give this permission to a content editor, he/she will have also the permission to change the language settings of the site... which is really not appropriate.
